[Scope Change Workflow] Update UI to allow users to update project for non scope affecting fields

As per our changes done via topcoder-archive/connect-app#3193, we are going to show the option of submitting a change request whenever project is moved to reviewed or above statuses which prevents users from updating project's other details e.g. name, ref code etc in those statuses. We need to come up with a way to allow such updates even if the project in status which does not allow direct update of scope change fields.
