Introduce Galva (E10) as the modernization research program with program brief, catalyst-ingest example galva, epic preservation rules, and how-we-work guidance. Jira epic PLAT-96 and child stories PLAT-97/98 created live. Co-authored-by: Cursor <cursoragent@cursor.com>
Align Galva naming with other Platypus repos (platform-ikg, etc.). Update docs, Jira PLAT-96/PLAT-97, and how-we-work config convention. Co-authored-by: Cursor <cursoragent@cursor.com>
