Adds a develop pull request check that blocks merging when published paths change but
VERSIONstill points at a release that is already shipped.The workflow delegates to the shared
tracebloc/.githubversion-bump-gate reusable workflow, scoped tocmd/*,internal/*,go.mod,go.sum, andVERSION, withsoft-fail: falseso violations fail the PR.
