Fixed

• Validate jurisdiction-scoped application answers against the real ISO 3166-1
  alpha-2 country list instead of accepting arbitrary two-letter placeholders.
• Preserve retryable application-profile schema rollout errors through local MCP.
• Trackly Apply skill 4.4.2 no longer declares existing profile answers to be
  schema gaps merely because a compact execution snapshot omitted contextual
  data.
• Existing bound tabs are never revealed by creating replacement app-shell
  tabs. Visibility and cleanup claims now require exact adapter receipts or
  explicitly complete user and controller inventories.
• Review handoff now explains that Trackly saves verification state while the
  employer draft remains only in the live browser tab.
