THQ-318: Codex has no TYPE for an externally-issued technical standard

Decision

Strategist decision 2026-08-25: TYPE is STANDARD, issued by a standards-developing organisation (ISO, IEC, IEEE, ANSI, NIST-as-SDO, DIN, BSI, PCI SSC, and peers).

Discriminator: LAW/REGULATION are issued under a statute; INTERNAL_STANDARD/POLICY/PRINCIPLE are self-issued; STANDARD is issued by an external standards body.

Changes

  • Adds STANDARD to codex TYPE registry (14-codex.md §2)
  • Updates jurisdiction folder definitions; intl no longer reserved (14-codex.md §1.1)
  • Adds §2.2 discriminator for STANDARD vs REGULATION vs INTERNAL_STANDARD
  • Updates prefix lists (REQ-003, TERM-002, coverage-metric)
  • Adds example: ISO 27001-1 compliance case
  • Updates validators and CLI to handle STANDARD prefix

Scope

Codex notation and validators only. Studio, DSM, and REQUIREMENT origin change are out of scope (recorded in hq#318 comments).

MINOR: new catalogued TYPE STANDARD (transitrix-hq#318 / #539). Parser, lint, batch-path and reg-intel fixes from #534#538 ride along. Pin and PRESETS_VERSION stay in lockstep; V1 pins updated.
