Summary
The baseline gate required any repo vendoring
spec_alignment_check.shto wire it into CI — but the script refuses an empty spec registry, sorepo-template(and any brand-new repo) could never comply. Wiring is now required only once the repo has at least one approved spec. See CHANGELOG 1.1.1.Project Item
Follow-up to the v1.1.0 release; unblocks repo-template PR #1.
