Bump to 0.12.2.
Package contents are identical to 0.12.1 — this rolls forward so the tag matches the tarball it produced. The v0.12.1 tag had to be recreated after a duplicate release run deleted it, and ended up pointing at a different commit than the one 0.12.1 was published from. Re-pushing a released tag is not a repair; cutting the next version is.
Also carries the release-workflow fix from #57 (duplicate run no longer deletes the tag).
Tests: 101 pass.
