Infra: Replace automated certbot role with manual instructions (#11019)

* Use unique tag when deploying lobby app

We already have a 'lobby' tag for the whole 'lobby' block,
this update makes the app part of the deployment have a unique tag.

* Remove certbot role, replace with steps to run manually
