Learn about vigilant mode. 
Smoke-testing: remove download of full maps, use just test XMLs (#11392)

For testing, Instead of downloading a full map, we use the game XMLs
that are already checked in. To overcome resource loader issues, a
flag is added to skip headless bot from using a map resource loader.

There is no real performance difference after this update.
