Simplify: drop local persistence of banned users (#12167)

Simplifies, removes utility that is not necessarily
that useful.

Bots will use lobby to lookup the list of banned users,
they do not need to locally persist bans at all. That
leaves player hosted games, persisting player bans
across restarts is not terribly important.
