Merge lobby and maps server into one (#9265)

- Merges the application class of lobby and maps servers into common-dropwizard
- Controllers and corresponding tests moved to common-dropwizard

Future work:
- numerous integration tests disabled, will be reworked
- databases: maps_db and lobby_db need to be combined
- un-suppress smoke test
