Read Game Notes from File instead of XML (#8930)

Changes:
- read game notes from file
- add migration that runs on startup to copy game notes from XML to file
- do not store map notes with game data, instead always read it from file
- remove 'player count' listing in 'select game' game-notes section.
  With that removed, and game-notes coming from file, we can remove
  shallow parsing and game selection does not need to read game-XMLs at all.
- restore 'game path' line to game-selection game-notes
