Update github issue problem template (#8937)

- make the ask for repro step more explicit
- remove section for 'how to fix', intent of this
  was kinda lost, usually the desired fix is obvious.
  For the record, the desired format of any bug report is:
     A) repro by doing x,y,z
     B) observe problem 'P'
     C) instead of problem 'P', there should have been fix 'F'
- remove prerelease part, usually was ignored
