Add a 'how-to-deploy' doc (#8970)

Describes local setup and useful ansible commands
to be able to deploy. Typically deployments can be
done through action triggers (either on-demand or
post-merge), though sometimes it is useful to run
from local on-demand and this document describes
how to do that.
