Infrastructure docs: update & prune (#10691)

- Remove a few documents that are out of date and describe how to do local ansible
commands. The latter is useful, though any commands we typically run should be
run as github actions (and not just run locally on CLI). Further, the documentation
is out of date and the 'run-ansible' script provides its own help and usage text
which documents how to run ansible commands from local.

- There are two pages for 'lobby-ops' which are somewhat redundant. This update
combines those pages together.

- postgres-ops page is largely redundant to the 'lobby-ops' page, and is also
merged into the lobby ops page.

- The deploy.md file is mostly out of date and will be changing soon, and is deleted here.
