Docs/dev docs update (#10700)

* Docs: clean up dev docs documentation

- Language polishes/simplification
- Remove transitory information in the 'i18n' languages.md
- Fix formatting with line breaks
- General updates to be more current
- Move 'code-reviews' and 'pull-requests.md' documention to 'docs/project',
  as these are more process orientated and groups better with the documentation
  in 'docs/project'

* Move serveral documents from 'how-to' to reference

'how-to' documentation should be a 'how-to', a bulleted list with step
by step instructions of how to do a specific task. The title of each page
should read well prefixed by "how to ..."

This update moves several documents that are more reference than specific
how-to into the 'reference' folder

* Rename doc 'http-server.md' -> 'lobby-server.md'

* Formatting of 'lobby-server.md'

* Move lobby-server.md document to 'spitfire-server/README.md'
