SwearSoap 0.2.0 test build for Windows 11.

This release includes the self-contained SwearSoap Windows application and bundled language-processing model. Python and FFmpeg do not need to be installed separately.

This is a pre-release test build. The Chrome extension must currently be installed separately in Developer Mode. Because the installer is not yet digitally signed, Windows may display a SmartScreen warning.
