This app does not require root, but you must grant the secure settings permission via ADB (or a local shell like aShell) before adding the tile:
adb shell pm grant com.eagle.fliptoglyph android.permission.WRITE_SECURE_SETTINGS
(Install the APK, open the app, and tap the command to copy it without any blank spaces!)
