Run 93 release-candidate remediation

OAuth device-code completion admits endpoints without an automatic readiness request; the callback is the initial health proof.
Remote-provider rows fall back to a nonblank display label.
Reconciles and re-locks the Run 93 audit chain against the effective current diff; recursive lint is clean.

Local verification:

Stage promotion remains blocked on this PR's CircleCI public contract and the paired private Track B conformance result for the same public commit.
