More 32-bit build issues fixed. The crate should now support 32-bit builds with Windows and Linux targets.
Changed hexchat.hook_fd() to use a BitFlags<FD> type as its flags parameter. Several enumerated types in consts.rs now support the BitFlags<..> trait.
