fix: keep release docs checks accurate across v1

Summary

• make compiled-package tests part of CI to match the public quality-gate claim
• preserve v1.0.0 as historical first stable release while checking the supported v1 series
• reject only stale pre-v1 current-status language, not valid migration documentation

Verification

• pnpm run verify
• PostgreSQL cases are present but skipped locally because no test database is configured.
