v0.12.0 — web-check --exclude

web-check --exclude PATTERN — skip directories (e.g. vendored clones/ of foreign repos) so their internal web links aren't fetched or anchored. Needed to enable the web recipe gate key (0.11.0) in any repo that vendors clones. (#23)
