v0.13.0 — recipe web pass forwards excludes

Recipe-only (package identical to 0.12.0). The web pass of darnlink-gate now forwards the repo's excludes to web-check (not just ignore_blocks), so turning web on in a repo with vendored clones/mirrors no longer scans/anchors web links inside them. PR #25.
