v0.7.1 — recipe mode=max + wall examples

Recipe & docs only — the CLI/package is identical to 0.7.0. This tag exists so the recipe changes live at a pinned, fetchable version.

• mode=max in recipes/darnlink-gate (+ .ps1): the fail-closed-links rung (repair ⊂ check ⊂ max). Runs check UNION create-frontmatter — a true superset of check.
• recipes/examples/: complete copy-paste files for every wall layer (pre-commit, pre-push, GitHub Actions, Jenkinsfile), all fail-closed where they should be.
• Fixed the recipes/README.md CI example that was fail-open.
