New fourth config axis workflow: heavy-review (default, unchanged) or prototype-loop. Prototype Loop: design writes only what is wanted (user's words, one quantified outcome, numbered acceptance checklist) and waits for the user's approval; plan is a slice list; each slice writes its check first (red), then implements to green, then re-reads the checklist; plans are reviewed only for persistence formats, concurrency or cross-module public interfaces; code review runs one round verified by the main agent, with no per-finding verifier subagents and no review gate; closeout has an uninvolved agent check every checklist item for evidence. Set it per project or per worktree in .qq/local.yaml, or per invocation with --workflow.
