Scope of Work

• CSVs now use the same historical-baseline-adjusted data shown in the Hydrologic Outlooks webapp – before, the CSVs defaulted to the raw GCM outputs, which is less useful for direct analysis.
• Update historical-baseline-adjusted math used by Hydrologic Outlooks flowrate hydrographs to guard against unrealistic values.
• Error responses now cache for just 60 seconds, so occasional glitches will get corrected fast.
