Applications using the combined resolution of multiple monitors, rendering them incorrectly. #1837

Describe the bug

Launching Steam or any Games with 2 monitors plugged in will cause games and the steam application to render itself far smaller then it should be. Games see my resolution as the combined value of both my monitors. Disabling 1 monitor "resolves" this issue.

What did you expect to happen?

While I can select for example 1920x1080 for a windows application, the actual physical size of the window is around half of what it should be. Meanwhile, with both monitors plugged in, applications are giving me the option to select insane resolutions far above 4k.
