KDSE v1.0.3 - Python Reference Implementation

KDSE v1.0.3 adds the Python reference implementation for KDSE-8 and KDSE-16.

Highlights:

• C-aligned validation, profiles, Ordered canonicalization, computation, and status codes
• Bidirectional KDSE ↔ Mermaid structural adapter
• kdse-py and kdse16-py command-line tools
• Exhaustive Python tests with direct C-reference parity checks
• Python packaging, documentation, licensing, and CI integration

Validation completed with all C tests and all 37 Python tests passing, including direct parity against the C reference implementation.
