weird msp, stacked email headings #35

Just for the sake of putting this somewhere, this is weird: in the bookmark msp08_b0_1_7376_ there are 31 pages that have more than 10 "emails" on them, but they look like this or this, etc. with these stacked On's with no body text. Don't know if this is something worth looking into? I'm not sure what the pdf form looks like. (There is also one other page msp07_b11_3486_3838_221.txt that has it too.)
