Feature(Budget): Personal budgets with household sharing

I am working on an optional personal budget feature that allows for each user to have their own budget. It is configurable to toggle to this feature from the current single budget option.

Feature
Personal/shared budget entries with assignee-based split views

Goal
Add a household budget mode where budget entries can be either personal or shared, and shared entries create per-person rows in each member’s personal budget instead of only existing as one household total.

Intended Behavior

• Household setting can toggle this behavior with two options:
  • Shared household budget keeps current behavior
  • Personal budgets with shared splits enables personal/shared entry behavior
• In personal mode:
  • non-admins only see My budget
  • admins can switch between My budget and Household budget
• New budget entries default to Personal
• A budget entry can be switched to Shared
• Shared entries allow selecting participants and split method:
  • equal
  • exact
  • percentage
• In My budget:
  • each participant sees only their own share
  • admins/owners also see the parent shared row as their own share amount, not the full total
  • Child/share rows should clearly indicate they come from the household/shared parent
    In Household budget:
  • the full parent item is visible/editable
• For admins:
  • clicking a shared row from My budget should open/edit the household parent entry

Familiy members should have their own personnal/private budget, and access to the household budget if their permissions permits it.

Shipped in v1.23.0 🎉

Personal budget mode is now available. An admin can switch the household from a single shared budget into personal budgets under Settings → Modules → Budget. From then on:

• Every entry, loan and subscription has a fixed owner (its creator) and a visibility of private or shared.
• The Budget page gains a My budget / Household view switcher; the entry modal gains a "Share with the household" toggle (new entries default to private); shared rows carry a "Household" badge.
• Visibility is enforced server-side on every read path (entry list, summary, statistics, CSV export, account balances, loans, subscriptions, dashboard widget) with no admin bypass, so a private entry stays hidden even from an admin.
• The default shared mode is unchanged and fully backward compatible.

A note on scope (deliberate). This is the lean variant. It does not include per-person split rows or percentage/share splitting: a "shared" entry is one whole row visible to the household, not a parent with materialised per-member child amounts. Because there is no admin bypass and no splits, the "Household" view is exactly the shared pot (visibility = shared) and contains nothing private, so it is open to everyone rather than admin-gated. Privacy is protected purely by visibility = private plus owner enforcement.

If you would like the full split model (per-person shares within a single entry), that is a natural follow-up. Please open a dedicated feature issue for it and we can track it separately.
