[Feature] Budget - Ability to have a personnal and private budget

Hi,

First, thank you for this awesome app!

Regarding the budget module, could it be possible to have and manage multiple budget?

1. Personnal and private budget for each member (dad, mom, kids)
2. Shared budget for the household, with permissions system for each roles

Each budget would have is own account, plan, subscription, loans, and so on.

Shipped in v1.23.0 🎉

This is now available as an optional personal budget mode: an admin enables it under Settings → Modules → Budget, and each budget entry (as well as loans and subscriptions) then has an owner and a private / shared visibility, with a My budget / Household view switcher and a per-entry "Share with the household" toggle (new entries default to private). Enforcement is server-side on every read path with no admin bypass, so a private entry stays hidden even from an admin. The default shared mode is unchanged.

Note this is the lean variant: no per-person split rows. The "Household" view is exactly the shared pot (visibility = shared). A full per-person split model would be a separate follow-up; feel free to open a dedicated issue for it.
