Adds default homepage response, robots meta, X-Robots-Tag, canonical, and noindex inspection to the CLI and GitHub Action. Adds opt-in fail-on-noindex enforcement and stable JSON outputs while preserving the eight-token robots policy and optional synthetic edge checks. Missing canonical remains informational; homepage evidence is bounded to returned HTML and headers without browser JavaScript rendering.
