Route families, Phase 2 — the compile-time half.app_routes! accepts a families { "api" => ["credential", "anonymous"], "hooks" => ["signature"], "admin" } block: every controller mounted under a listed prefix must carry #[controller(expects = "…")] or the crate does not compile (an E0277
whose message names the controller and says what to add), and an entry with
an accepted list also checks the declared floor in a const evaluated when init is compiled (E0080). Prefix matching is segment-wise and treats "api/*" as "api"; a family covering no mount is a compile error at its
literal. New public items in actus-controller: the DeclaresExpectation
marker trait (emitted by #[controller(expects = …)], with the on_unimplemented diagnostic), the Family trait, the const fns str_eq / floor_accepted, and the pass-throughs declares_expectation / declares_expectation_in. expects must now be a const expression (a
string literal or a const path). Doctests on the actus crate root pin
all three failure modes as compile_fail.
