Add "Refresh Kodi" action to UI and API

Introduced "Refresh Kodi" button in ActionBar with accompanying icon.
Added i18n string for the new action.
Created RefreshKodi icon component.
Implemented API endpoint /api/refresh-kodi to trigger Kodi refresh script.
Added refreshKodi action in FloodActions to handle API request.
