Superseded by #2984.

This bump could not be merged as-is: it raised ESLint alone, but typescript-eslint 8.47.0 declares eslint: ^8.57.0 || ^9.0.0, so linting crashed at load with TypeError: Class extends value undefined is not a constructor or null. ESLint 10 support landed in typescript-eslint 8.60.0.

#2984 raises ESLint to 10.8.0 together with typescript-eslint, @typescript-eslint/eslint-plugin and @typescript-eslint/parser at 8.65.0. Lint passes with no new violations.
