API - visibility of comments

Describe the bug

using api request for getting memo comments all comments are returned, regardless of visibility.

Steps to reproduce

1. create public memo
2. create private comment for this memo
3. login as separate user - you can see memo, but do not see comment (it's ok)
4. get this memo comments by api request with token of separate user - private comment returned (it's not ok)

v0.24.3
