Phase 301 R2 — DNS counter visible to admins

The "N/5 DNS used" counter (App Store → installed app → Public Access) was hidden from admins/operators because they're exempt from the 5-subdomain cap. It now shows the count to everyone for reference; admins see "X/5 DNS used" with an exempt tooltip and are never blocked, while members are still enforced (button disables + "limit reached" at 5). Server-side enforcement is unchanged and stays admin-exempt.
