GNU tar compatibility: Add `-P` / `--absolute-names`

Hi! I'd like to work on it.

Not so far back I did implement support of absolute paths for the tar-rs, which is used as a tar library here.

Implemented support for creation in PR #291

It seems that to implement support for extracting it need to made changes in tar-rs. I'll try to do it a bit later.
