Minor release: the one-line adoption surface. @vaara.govern turns any function into a governed tool call with zero configuration, over the same InterceptionPipeline the framework adapters and the MCP proxy already drive.

  • vaara.govern decorates a function so every call is classified, risk-scored with a conformal interval, decided allow/deny/escalate, and written to the hash-chained audit trail before the body runs. It fails closed: any non-allow decision raises vaara.Blocked, which carries the decision, reason, risk score, and interval. An allowed call runs and reports its outcome back so the scorer keeps calibrating.
  • shadow=True runs non-enforcing: classify, score, and audit every call but block nothing, so a team collects evidence of what would be denied before flipping to enforcing. set_default_pipeline wires a configured pipeline (signing trail, tuned scorer) under every decorator once at startup.
  • Re-exported as vaara.govern and vaara.Blocked. The first decorated call lazily builds a process-wide default pipeline, so importing vaara stays cheap and side-effect free.
  • Fixes a stale Apache-2.0 license declaration in docs/openapi.yaml; the project is AGPL-3.0-or-later throughout.
