[1.2.0] - 2026-06-19

Minor release: the receipt format gets a canonical spec, self-hosted time anchoring, and
typed capability scopes on credential grants.

  • Published SPEC.md, the canonical vaara.receipt/v1 parent spec. The x402 settlement
    binding and the eIDAS profile are downstream profiles that pin to it rather than
    competing formats. Section 4 documents the timestamp anchor methods, including the two
    Vaara produces directly.
  • Added self-hosted RFC 3161 timestamp anchors for receipts (src/vaara/audit/receipt_anchor.py).
    SelfHostedTSA mints real RFC 3161 tokens offline in pure Python and reuses the existing
    offline verifier; anchor_receipt emits the SPEC.md Section 4 shape with
    anchoredDigest equal to the sha256 of the JCS-canonical signed payload. Anchor tests
    skip cleanly when the asn1crypto extra is absent.
  • Added capability scopes for credential grants (src/vaara/credential/_grant_capability.py):
    typed, enforceable per-argument limits (le/ge/in/eq) with closed coverage, so a
    grant can bound what a tool call may do rather than only pinning an exact argument set.
    When a grant carries capabilities, verification enforces the typed constraints with
    closed coverage (every runtime argument must be named by a capability or it is rejected)
    and treats the exact argsCommitment as a mint-time anchor only. Grants without
    capabilities keep the existing exact-args mode with a byte-identical signing preimage, so
    prior vectors and the independent-recompute conformance check are unchanged.
