• New event type DISCLOSURE_RECORDED for Article 50 transparency disclosure
  events, distinguishable from ordinary action requests.
• Compliance engine expanded to 14 articles: added Article 50(1)
  (transparency disclosure), Article 73(1) (serious-incident reporting),
  and Article 26(10) (deployer logging).
• @vaara.govern now auto-records an Article 50(1) disclosure on first use
  when VAARA_ARTICLE50_STATEMENT env var is set — same zero-config path
  as the Claude Code plugin but for bare @vaara.govern users.
• vaara.check and vaara.outcome CLI commands now available for external
  tools (macOS WebKit Governance extension).
• Homebrew sdist now includes clients/macos/Sources so the formula can
  build the macOS menu-bar app from the PyPI source tarball.

• InterceptionPipeline.intercept() accepts _event_type_override private
  parameter for internal callers (Article 50 disclosure recording).
