Release authority restored

The root VERSION file is once again the single release-version authority,
reverting the v0.1.5 rename to RELEASE_VERSION.

That rename was a workaround for an MSVC <version> header shadow: on
case-insensitive Windows a root file named VERSION could be resolved in place
of the C++ standard <version> header. v0.1.8 fixed the underlying cause by
removing the repository root from the remaining test-target include paths, and a
clean build with a root VERSION present now produces the executable with zero
errors, zero warnings and no C2059.

The rename had a second cost: the canonical saipen ship release path requires
a root VERSION file and refused to publish while it was absent. This release
is the first one produced through that canonical path, so it carries a committed
release receipt naming the published tag.

The package is unsigned because no signing certificate is configured. It
contains protrail.exe, the Qt 6.8 runtime, and the app-local MSVC runtime.

No product change

No product behaviour changed in this release. The portable package matches
v0.1.8 apart from the VERSIONINFO version resource, which now reports 0.1.9.

Verification

Official publication requires a clean tagged tree,
PROTRAIL_REQUIRE_FINAL_ICON=ON, a zero-warning /W4 /WX Release build,
complete CTest PASS, package smoke PASS, and matching SHA-256 values.

Release closure

The immutable v0.1.5, v0.1.6, and v0.1.7 tags are retained as
incomplete package-build records. This release commits the complete product
source closure required by the canonical CMake target list: the unified
ProTrail window, removal of the retired MainWindow implementation, the
T-59 runtime repairs, corrected test include paths, and hardened deployment
smoke behavior.

The v0.1.5 release-version rename from VERSION to RELEASE_VERSION is
retained, so the repository root can no longer shadow the C++ <version>
header during a Windows build.

resources/branding/protrail.ico is the single product-icon authority, with
16, 20, 24, 32, 40, 48, 64, 128, and 256 px RGBA entries. Its exact approval
hash is recorded in resources/branding/APPROVAL.md.

ProTrail v0.1.0 (source-only)

ProTrail v0.1.0

ProTrail v0.1.0 is prepared as a source-only Windows release. It contains the Main home surface, advanced configurable Trail/Sparkle/Click/Hold/Motion Wake effects, tray lifecycle, per-monitor DPI-aware rendering, schema-validated atomic configuration, and developer-only canonical Release Defaults authoring.

Build from source with the documented Qt 6.8/MSVC toolchain. Verification builds and tests are required, but this release intentionally includes no protrail.exe, DLL bundle, installer, portable binary ZIP, MSI, MSIX, package-manager binary, or other executable artifact.

Official Windows binary distribution remains blocked by:

The generated QPainter cursor tray icon is a development fallback, not final product branding. When the final icon is supplied, the binary gate must cover executable resources, taskbar/window icon, tray state policy, multi-resolution ICO assets, and packaging metadata before any official binary release.
