v7.212.0
T-540: two phases both held deletion authority. hunt.md carried the proof-of-recovery gate, the 5-file mass-deletion cap and the pre-move reference sweep; clean.md carried orphan/trash/kitchen deletion -- two documents, two authority claims, no reader able to tell which scope belonged where, and a sweep that deleted on the spot while the phase meant to own hygiene only ran when asked. Now HUNT is detect/classify/ticket/report with no mutation authority beyond BOARD/LOG/STATE bookkeeping: its kitchen scan finds stale files and tickets them for CLEAN, it never removes them. Every deletion, move, rename, prune and relocation happens in CLEAN under the gates that moved with the authority.
validate.py: [hunt-delete-proof] -> [clean-delete-proof] on clean.md, [move-reference-sweep] repointed to clean.md (the phase that moves now carries the sweep), new [hunt-no-mutation] pin proves the scopes cannot overlap. Four audit cases repointed/rebuilt, each red on its own slug. CONFORMANCE row 222's enforcement updated, row 245 added.
