fix(privacy): blur upload-preview + tax tooltips; add CI blur guardrail

More personal-money renders that bypassed the blurNumbers toggle, plus a
guardrail so this class of leak gets caught at CI.

• FileUploader: parse-preview document total + line-item prices now .
• FederalTaxView: reconciliation hover tooltips (Filed/Computed/Delta) mask
  to "$•••" when blur is on — tooltips are strings, so CSS can't
  reach them; substitute the value instead.
• blur-coverage.test.ts: scans component .tsx for a named currency formatter
  rendered as a JSX child outside and fails listing each site.
  ALLOW-lists public/market surfaces (Quant, Politics, charts, Strategy).
  Tracked via .gitignore ! exception (source-scan only, no personal data).

bun run check green; blur-coverage test passes.
