Fix for the employer ban control.

  • Fix - Banning an employer now takes effect. The Employers admin screen gains Ban and Unban actions (row and bulk) plus a Status column; banning sets the flag the permission layer already enforced, so a banned employer immediately loses every Career Board ability. Previously the gate read a ban flag that no admin action ever set.
