Add Plugin Update Checker for GitHub-based auto-updates

- Bundled YahnisElsts/plugin-update-checker v5.6
- Wired up in decaldesk.php, pointed at varnafolio/decaldesk
- Uses GitHub Release assets (not raw repo archive) as the update source
- Fixed .gitignore: plugin-update-checker is a vendored (committed)
  library, not a composer dependency to be excluded
