修复 Windows 库测试启动时的 0xc0000139 STATUS_ENTRYPOINT_NOT_FOUND：将 Common Controls 6 清单独立编译并链接到所有可执行目标，使 TaskDialogIndirect 能在测试进程启动前正确加载。无需手动修补 EXE。

同时修正 Windows 控制台测试的 C# 命名空间，并直接从 SystemRoot 定位 PowerShell，不再依赖开发 Shell 的 PATH。OMP 兼容、Codex 周额度估算和周期历史逻辑保持不变。

验证：直接运行 cargo test --manifest-path src-tauri/Cargo.toml --all-targets --locked，564 项 Rust 测试全部通过，0 失败、0 忽略；Clippy、版本与格式检查通过。测试程序和正式程序的清单已核对，0.5.3 发布程序在独立配置下完成托盘启动，Windows x64 NSIS 安装包重新构建。

附 Windows 安装程序、SHA-256 和中英双语 README。文件未做 Authenticode 签名，自动更新源尚未配置，请手动下载更新；未新增人工 UI 验收。原私有 TokenLedger 未修改。

Fixes 0xc0000139 STATUS_ENTRYPOINT_NOT_FOUND when starting Windows library tests. The Common Controls 6 manifest is compiled separately and linked into every executable target, allowing TaskDialogIndirect to resolve before the test harness starts. No manual executable patching is needed.

Also corrects the C# namespace in the Windows console test and finds PowerShell through SystemRoot instead of relying on a developer shell's PATH. OMP compatibility, Codex weekly estimates and cycle-history logic are unchanged.

Validation: the real cargo test --manifest-path src-tauri/Cargo.toml --all-targets --locked command passed all 564 Rust tests with zero failures or ignored tests. Clippy, version and formatting checks passed. Embedded manifests were checked in test and application executables; the 0.5.3 app initialized its tray under a separate profile and the Windows x64 NSIS installer was rebuilt.

Windows installer, SHA-256 and bilingual README are attached. Binaries are not Authenticode-signed; automatic updates remain unconfigured, so update manually. No new manual UI acceptance was performed. The original private TokenLedger remains unchanged.
