viser v0.11.0

P2 completeness tier: VP9, streaming manifests, trained no-reference metrics,
feature-based ladder prediction, faithfulness scoring, WASM metric foundation,
per-shot ladder blending, screen-content encoding auto-tune, and CLI charts.

Added

• VP9 codec — Codec::Vp9 (libvpx-vp9) with -cpu-used / -deadline good
  presets, constrained-quality capped CRF, and 10-bit preservation. CLI aliases:
  vp9, libvpx-vp9, libvpx.
• Streaming manifests — viser-ladder::manifest writes HLS master playlists and
  static DASH MPDs from delivery rungs. per-title deliver accepts
  --hls-manifest, --dash-manifest, and --manifest-base-url.
• NIQE / BRISQUE — pure-Rust feature extraction and inference with embedded
  reference models (niqe_model.json, brisque_model.json). Wired into
  metrics no-ref as additional columns (lower is better).
• viser-predict — feature-based R-D point and ladder prediction from
  complexity analysis (no trial encodes). CLI: per-title predict.
• Faithfulness metric (v0) — viser-quality::faithfulness detects invented
  detail via HF gain, texture-paradox, and optional VMAF/PSNR paradox signals.
  CLI: metrics faithfulness -r ref -d distorted.
• viser-wasm — wasm-bindgen exports for gray8 frame scoring (sharpness,
  blockiness, noise, NIQE, BRISQUE) for browser-side metric overlays.
• Scene-complexity blending — viser-ladder::blend_shot_ladders and
  smooth_ladder merge per-shot hulls into a duration-weighted composite ladder.
  CLI: per-shot analyze --blend-ladder.
• Screen-content encoding strategy — encoding_hints / apply_encoding_hints
  auto-adjust CRF sweep and preset in per-title analyze and predict when
  screen content (slides/code/UI) is detected.
• CLI charts — per-title analyze --charts <dir> and viser chart emit R-D,
  per-codec, and ladder PNGs via viser-chart. Per-shot blended-ladder chart via
  --blend-ladder --charts.
• --hdr-scoring hdr-native — keeps PQ/HLG transfer in the scoring filtergraph
  (no BT.709 tonemap) for PSNR/SSIM/VMAF passes on HDR sources.

Changed

• Per-title analysis reserves source audio bitrate in the delivery budget
  (audio_bitrate_kbps on analysis results and ladder opts).
• viser-ladder gains anyhow dependency for manifest I/O error handling.
