[Feature] Base Re-ordering

Add the ability to re-order bases in the base list.

Description

Add the ability to reorder bases to the base panel, with an up/down array to shift them in the list.

Use case

The ability to re-order bases allows for a cleaner and faster experience if you are editing a particular base, or for your in game list access, especially if you have many bases.

Desired outcome

Users can re-order their list of bases.

Acceptance criteria

• UI updated to show a list of bases over a dropdown.
• Up / Down arrows that move the base in the list.
• Non player base data is undisturbed (like ship bases, etc.)

Added in build 1.1.61 (preview).
The game will still place some items above the base order in the UI, such as close-by bases, freighter, etc. and seemingly can't be avoided. Otherwise, they can be re-ordered to the users liking.
