milo: subtle sheet animation with enter + exit transitions

- Replaced aggressive slide-up (100% translateY) with subtle 12px shift + fade
- Added exit animation (sheet-out: 0.15s ease-in, fades down 12px)
- Panel stays mounted during exit via displayedTile/panelClosing state
- panelTile fallback ensures no null crashes during exit animation
- Desktop animations disabled (md:animate-none)
